Personality influences how your dog behaves on a walk-- some dogs will be easier to control than others.

That being said, all puppies seem to disobey at times. So I don't believe it's possible to train them fully when it comes to walks. Using higher value treats make your puppy more likely to listen. You can also move your dog opposite of the hydrant/puddle before they notice. Aside from that there isn't much else you can do. At least you get Owner Points for rewarding the dog!
